Amendment I

The Office of the President

The President is Head of State and Head of Government of the Mushville Democratic Union. The President holds office for life and may leave office only by their own resignation or by death. No person, vote, assembly, court, senate, or petition may remove the President from office.

Amendment II

Voting Power

In every vote of the Union, voting power is shared as follows: the President holds twenty percent (20%) of the total, the Vice President holds five percent (5%), and the remaining seventy-five percent (75%) is divided equally among all citizens at one vote each. The President's and Vice President's vote counts are calculated from the number of citizens voting so as to preserve these shares, rounded up to the nearest whole vote, with a minimum of one (1) vote each. Neither office holds a veto: a united three-quarters of the citizenry can always overrule them both.

Amendment III

The Vice President & Succession

1. There shall be a Vice President, elected by a vote of all citizens, the President included. The Vice President holds the voting power set out in Amendment II. 2. The Vice President exists chiefly for succession: upon the death or resignation of the President, the Vice President immediately becomes President for life, under all the terms of Amendment I. 3. Every two (2) years the citizens may vote to retain or replace the Vice President. A Vice President serves until replaced or until they succeed to the Presidency. 4. No Vice President who causes, attempts, conspires in, or is complicit in the death, incapacitation, or unlawful removal of the President may succeed to the Presidency. Such a Vice President forfeits the office and all claim to succession, and is subject to the full penalty of law.

Amendment IV

Duty to the People (Petitions)

Every citizen holds the right of petition. Any petition signed by at least ten percent (10%) of citizens must be formally received, considered in good faith, and answered by the President with a public, reasoned response. The President may not ignore, indefinitely delay, or dismiss a qualifying petition.

Amendment V

No Circumvention of the Vote

Any matter that belongs to a vote of the people must be decided by a vote of the people. Neither the President nor any official may substitute a senate-only or restricted vote, alter procedure, or take any action designed to avoid a popular vote or to escape being overruled. Any act done to circumvent this Amendment is void and of no effect.

Amendment VI

Immutability & Growth of the Constitution

The Articles and Amendments of this Constitution are permanent. No person, including the President, may alter, repeal, or suspend any Article or Amendment. The Constitution may grow only by the addition of new Amendments, which may not contradict or repeal any existing Article or Amendment. A new Amendment is adopted only by a two-thirds (2/3) majority of all votes cast and, once adopted, becomes permanent.
